Rumour to create ‘Chakma District’ causes havoc among political parties in Mizoram

Aizawl, July 24: Opposition MNF against the creation of Kamalanagar district
     After several student bodies and ZNP expressed their resistance against the creation of Kamalanagar district, the main opposition MNF on Saturday came heavily on the ruling Congress for proposing to create new Chakma dominated district and said it would launch strong agitation if the government go ahead with its plan.

     The opposition said that the appearance of creating Kamalanagar district in the agenda of District Re-organisation Committee in its first meeting held recently has overwhelmed the people of Mizoram and added that it would take action in resisting the plan as per necessary.

     The opposition party said that the birth of ‘Chakma Autonomous District Council’ (CADC) in 1972 under Congress government has still overwhelmed the Mizos and although steps have been taken to dissolve the CADC, the same could not be achieved due to several problems which greatly frustrated the Mizo people.

     Main opposition party alleged that Chakmas have been used by Congress government as vote bank politics since the time of the creation of CADC. It said that the leader of CADC had sent an appeal to Rajya Sabha Petition  Committee in 1997 to upgrade CADC to Union Territory and it was only after strong opposition from central YMA that the issue has been brought down.

     MNF further alleged that the Chakma population in Mizoram has been increasing at alarming proportion  and many of them have illegally entered Mizoram from Bangladesh. It alleged that the Chakma community did not face any hurdle in obtaining birth certificate in Mizoram as the official who administer the birth certificate belong to Chakma itself. Therefore it strongly slammed the state government for making a proposal for the creation of separate district for Chakma dominated area saying the government should instead study and evaluate the alarming increase of Chakma population.

     The main opposition party alleged that Chakma community has the gut to become arrogant in Mizoram because they gain backup from the state government. It said that while YMA is voicing for the protection of Mizoram, The proposal for creating Kamalanagar district in fact is showing disrespect to the organisation. Slamming the government for having soft corner for Chakma community, MNF said that the arrogance of Chakma has led Mizo student leader to go to jail for burning illegal village and Chakma has even dared to sue high court over State Medical & Technical Entrance Examination creating a big problem for the native.

     However, the twist came in light when the ruling Congress government denied alleged that it has supported the idea of creating separate Chakma district in Mizoram.

     Mizoram Pradesh Congress Committee (MPCC) on Monday denounce the rumour of creating Kamalanagar district as baseless. A statement issued by MPCC said that the state government did not have knowledge pertaining to the creation of Kamalanagar district and asked the general public not to panic because of the rumour. Clarifying the rumour, MPCC said any agenda can be put forward  by anyone to District Re-organisation Committee and the agenda for the creation of Kamalanagar was put forward like other agenda and the government has not made any condition for creating or not creating Chakma district. The agenda is at the hand of the District Re-organisation Committee and the committee has not taken any decision over this, the statement said and urged all political parties not to mislead people with baseless rumour.

    Eventhough, none of the parties have the intention to grant district to the Chakmas but they always uses them as a political tool to popularise their respective parties.

Chakma Autonomous District Council: A meagre 'importance' among ADCs in North-East India

Centre Releases Rs 1000 Crore for Northeast Tribal Councils



     While appreciating the decision, the Forum of Councils under Sixth Schedule (FOCUSS), an umbrella body of ADCs, which was formed at a meeting of all the ADCs in Shillong on July 8 last year urged the Centre to continue with the aid till the ADCs are no longer included under Article 280 of the Constitution.

     The three Autonomous Districts in Mizoram will receive  Rs 16.86 crore along  with Tribal Councils in North-East States  as the Minority of Tribal Affairs has sanctioned Rs 1000 crore 'special assistance ' grant for Fiscal Year 2015-2016. Among the trio, Chakma Council will receive the least proportion of share (i.e. 0.484 % against total amount) while, Mara Council will receive the lion's share. In fact, the Chakma Council will receive the most least (literally not important) share among all the Tribal Councils in North-East India.

     Although, the reasons behind the distribution may be under various provisions of  the Constitution but, will it always be the same for the ADCs in Mizoram in general and Chakma Council in particular for which they always complaint and fall injustice. 
     
     Three Autonomous District Councils (ADCs) in Assam has the maximum share with the Bodoland Territorial  Council (BTC) getting the maximum share of Rs 421.02 crore alone and the rest two will get Rs 188.77 crore.

     Those in Meghalaya will get Rs 267.4 crore, while Rs 16.86 crore was earmarked  for the three ADCs in Mizoram and Rs 175.95 crore for the only one in Tripura.

      The ADC-wise  break-up is as follows: -
The Chakma Autonomous District Council in Mizoram - Rs 4.58 crore.
The Lai Autonomous District Council - Rs 4.64 crore.
The Mara Autonomous District Council - Rs 7.64 crore.
The North-Cachar Hills Autonomous Council in Assam - Rs 24.66 crore.
The Karbi-Anglong Autonomous Council - Rs 94.11 crore.
The Khasi Hills Autonomous District Council in Meghalaya - Rs 133.12 crore.
The Garo Hills Autonomous District Council - Rs 100.71 crore.
The Jaintia Hills Autonomous District Council - Rs 33.57 crore.
The Tripura Tribal Areas Autonomous District Council in Tripura - Rs 175.95 crore.

     The Central Plan stipulates that the Central Assistance Scheme is meant for road development, construction of toilet facilities, playgrounds, schools, bus sheds, water reservoirs, etc.
